The history leading to the establishment of Riverina Medical and Dental Aboriginal Corporation’s (RivMed) current service provision is bound in the history of the Aboriginal Family Resettlement Scheme which commenced in 1974. This scheme was a NSW state government initiative to relocate Aboriginal families from rural remote communities. Prior to that there were seven identified Aboriginal families living in the local Wagga Wagga community. The scheme was funded to relocate Aboriginal families to Wagga Wagga to access better housing, education, health and employment opportunities, for the resettled families. Consequently, there was a dramatic increase in the Aboriginal population in Wagga Wagga at this time, there were more than 500 Aboriginal people in 1982. Unfortunately this program did little to address the health outcomes of Aboriginal people. The reality was something different and the experience of many people was of isolation from mainstream services in Wagga Wagga. The Aboriginal Family Resettlement Scheme was, in its effect, little more than a continuation of past policies that dictated where Aboriginal people should live. The scheme highlighted the problems associated with many similar relocation schemes in the past. With the best intentions, schemes of this nature do not necessarily take into account the particular culturally sensitive needs of Aboriginal people and their families. The NSW Aboriginal Family Resettlement Scheme (AFRS) ultimately highlighted the poor access to culturally appropriate services, in particular health services for Aboriginal families.

Prof Carroll is a St Vincent’s trained cardiologist with over twenty eight years experience as a consultant physician and cardiologist. He has expertise in the sub-specialties of general and interventional cardiology; and complex internal medicine. He is recognised as a leader in regional medical service delivery and is the principal of Riverina Cardiology, and a co-principal of Cardiology at the Mater in Sydney. He has been director of Cardiac Services at the Cardiac Catheter Laboratory at Calvary Hospital, Wagga Wagga, for 20 years. Prof Carroll has also enjoyed a long-running involvement in undergraduate and postgraduate medical education and holds conjoint professorial appointments with the University of New South Wales and the University of Notre Dame Australia. He is a longstanding member of the National Examination Panel of the Royal Australian College of Physicians. He has a longstanding interest in the expansion of specialist services in regional Australia. Prof Carroll was awarded Member of the Order of Australia (AM) in the Queen’s Birthday Honours List for 2005 for “Service to medicine as a cardiologist and as a general physician, particularly through the provision of health services to regional and rural areas, and to medical education".

He then worked for almost 2 years as a rural surgical locum in places as varied as Cairns, Orange, Wollongong and Wagga Wagga, first coming to Wagga Wagga as a locum in 1992. He commenced full time work in Wagga Wagga in 1994 and at around that time, was the only member of the Colorectal Surgical Society of Australia and New Zealand working in rural New South Wales. His surgical interests are in the major aspects of colorectal surgery – colorectal malignancy (bowel cancer in all its forms), inflammatory bowel disease and colonoscopy – as well as the general surgical components of abdominal surgery, in particular, hernia repair and abdominal wall surgery. Away from purely clinical interests, Henry has always had an interest in being involved in medical politics to promote rural medical services. He was the Federal AMA Councillor representing the craft group of Surgeons for 6 years before being the NSW AMA Councillor representing Southern NSW for almost 10 years. Mainly for his advocacy for rural issues, he was admitted to the AMA Roll of Fellows in 2012. Henry has been married to Helen for over 25 years and they have 2 sons attending university in Sydney. Helen and Henry were very involved in the equestrian sport of eventing for most of their first decade or so in Wagga, managing to get 2 horses in to Olympic squads, but not quite in to the team. Both are also keen rugby followers, with Henry in his 15th season of refereeing rugby locally…when the body holds up!
